The Winona County Planning Commission reviewed proposed amendments to the county zoning ordinance that would substantially change how dog kennels and related uses are regulated in rural zoning districts. Staff said the draft deletes dog kennels as a conditional use in the Agricultural Resource Conservation and Rural Heritage districts and adds a new definition for "animal welfare kennel" intended to allow humane organizations and government entities (that do not breed animals) to operate.
Commissioners raised questions about the draft language: how "animal welfare kennel" would apply if animals arrive pregnant, how many animals could be housed, whether the term unintentionally covers species beyond dogs, and whether the county has a clear legal basis for broad bans. Staff noted existing commercial breeding kennels would be grandfathered and that the Planning Commission can recommend language changes before the county board acts.
The commission voted to schedule a public hearing on the draft amendments for Feb. 20 and amended the motion to require mailed notice to holders of existing conditional use permits for dog-breeding operations so those stakeholders receive direct notice of the hearing.
The Planning Commission emphasized the draft is an introduction and invited refinements to definitions and thresholds before making a final recommendation to the county board.
