The Todd County Board of Commissioners on Dec. 30 approved a package of year‑end financial measures, adopting warrants, budget amendments, fund commitments and transfers intended to reconcile 2024 accounts and prepare for 2025.

Among the approvals, the board accepted commissioner warrants totaling $141,464.69 and Health & Human Services warrants of $123,721.53, as well as HHS SSIS warrants of $88,009.40. Commissioners also adopted resolutions committing fund balances for building and grounds improvements ($1,577,424.73) and for retiree severance (updated committed balance $143,809.32). The board established a committed Information Technology fund for an initial $25,000 to plan larger IT projects within Fund 1.

The board approved two 2024 budget amendments to cover unplanned severance payouts: $24,230 for Department 31 (Administration) and $14,842 for Veterans Services. The auditor/treasurer explained the amendments were needed to ‘‘make the budget whole’’ after higher‑than‑expected severance payments.

The board also authorized several inter‑fund transfers. It approved a partial repayment from County Ditch 18 of $24,239.70 back to the general fund (reflecting special assessments collected) and approved the transfer of previously committed loan funding to Solid Waste for the county transfer station construction project, consistent with the March 2021 loan commitment ($972,210). Public works received final payment authorization of $290,432.27 to Anderson Brothers Construction for 2024 highway contract work.

The Solid Waste director presented the 2025 solid waste budget and the county approved the proposal showing projected revenue of $3,216,900 and expenses of $3,377,250 (the construction project was not included in this budget line). Health and Human Services received approval to hire one care coordinator to bolster adult services case management; commissioners noted the hire will be filled using the next vacancy in the unit.

Auditor/Treasurer comments during standing reports emphasized meeting deadlines for agenda submission next year, noting the workload in preparing board materials: "The Board agenda deadlines are set and they really have to be followed," the auditor said, urging commissioners and department heads to meet timelines.

Next steps: Many of the approved items are administrative resolutions and budget changes that become effective immediately for accounting and planning purposes; the board moved into a closed session later in the meeting to discuss labor negotiation strategy under Minnesota Statute 13D.03.
