The Nicollet County Board unanimously approved a budget proposal July 23 for the county’s local housing trust fund under the statewide affordable housing aid program.
Health & Human Services staff (speaker 4, referred to in the meeting as Cassie) briefed the board that the county’s current estimated funds are $110,745 per year for four years, to be spent in total by the end of 2027. The county ordinance creating the trust fund requires the housing advisory committee to recommend priorities and present a budget to the board; the committee recommended 10% of annual funds be reserved for short‑term rental assistance, down‑payment assistance or homebuyer counseling (targeting households spending 50% of income on rent or lacking fixed nighttime residence) and 90% be reserved for development of affordable housing for households with incomes not exceeding 80% of the greater of state or area median income as determined by HUD.
Staff said funds would be distributed through a request‑for‑proposals process to nonprofit agencies, with priorities for projects that reduce disparities in homeownership, reduce housing cost burden or homelessness, and create accessible, habitable housing.
A commissioner moved to approve the budget proposal; the motion was seconded and passed unanimously after board members noted prior vetting and plans to proceed to future RFPs.
