Nicollet County board adopts cybersecurity proclamation, veterans resolution and several funding measures; approves compensation study 4–1

At its Oct. 22 meeting, the Nicollet County Board of Commissioners adopted a Cybersecurity Awareness Month proclamation and an Operation Greenlight resolution for veterans, accepted a child-welfare screening grant and a detox services contract, approved donations and committed health-insurance reserves; it also approved a total-compensation assessment contract with DDA by a 4–1 vote.
Nicollet County commissioners on Oct. 22 adopted a proclamation recognizing October as Cybersecurity Awareness Month and heard local cybersecurity metrics before unanimously approving the resolution.
Office Technologies staff told the board that the county’s firewall stopped 219 intrusion attempts so far in October, that 91,443 emails had been scanned with 18,476 threats identified and about 4,000 confirmed malicious items, and that staff phishing susceptibility was approximately 4.2 percent. The board voted to adopt the proclamation after the presentation.
The board also unanimously approved a resolution supporting Operation Greenlight for Veterans, urging residents to display green lights from Nov. 4–11 to honor veterans. A county veteran-service representative described local services and provided the office’s phone number for veterans seeking assistance.
On other business, the board accepted a Department of Human Services child-welfare screening grant for calendar year 2025 totaling $25,641 to be used for mental-health screenings, case management, respite care and community education. County staff said quarterly reports will be submitted to the state showing how funds are used.
The board approved the 2025 purchase-of-service agreement with the Brown County Evaluation Center (detoxification and evaluations) reflecting about a 1 percent daily-rate increase; county staff noted limited placement options and continued efforts to find placements when needed.
Finance staff presented quarter‑3 donations totaling $3,138.65 (including memorials to the van program, a sheriff’s posse/K‑9 donation and a park bench donation) and the board adopted a resolution accepting the donations.
County finance and human-resources staff told commissioners that $369,059 in 2024 budget savings remain in health‑insurance reserves as part of a three‑year savings plan; the board voted to commit those reserves on the 2024 financial statement.
In human-resources business, the board approved a professional-services agreement with DDA for a total-compensation assessment. HR said the project will review the county’s compensation philosophy, update job descriptions and recalibrate pay grades; DDA was recommended after the personnel committee reviewed six proposals. Commissioners debated study frequency and responsiveness; the agreement passed 4–1.
The county attorney provided a brief update noting participation in a recent mental‑health awareness walk and referenced a Star Tribune series about child‑welfare and out‑of‑state placement challenges. Commissioners also reported on local events, including a Nuvera Fiber Project celebration and a county road tour that highlighted gravel loss on county roads. A food-distribution event served about 350 families.
The board approved per diems and expenses and adjourned to convene the Drainage Authority meeting.
