Nicollet County sets CIP hearing and authorizes right‑of‑way acquisition for County Road 6 project

Nicollet County commissioners on Nov. 12 set a public hearing for the county’s five‑year Capital Improvement Plan and approved multiple transportation actions, including a resolution and agreement with MnDOT for intersection lighting and a right‑of‑way acquisition package for a County Road 6 reconstruction project.
Finance staff asked the board to set a public hearing under Minnesota Statute 373.40 for the 2025–2029 Capital Improvement Plan; the board set the hearing for Tuesday, Dec. 17 at 9:15 a.m. The plan will identify estimated capital expenditures and funding sources for the five‑year period.
Public works staff presented a MnDOT intersection lighting resolution and Agreement No. 1058283; the board adopted the resolution by roll call and later approved the agreement unanimously.
Public works also sought approval of County Right‑of‑Way Plat 33 and a resolution authorizing acquisition of permanent right‑of‑way and temporary construction easements for State Aid project 52606007 (Kiner Road/County Road 6 realignment near North Mankato). Staff said the plat covers the corridor needed to realign a skewed intersection (409 Avenue) to a 90‑degree connection with County Road 6 and identified a small parcel to be acquired from Lowe’s Oil Company. Staff explained acquisition language includes eminent‑domain authorization only as a last resort and that acquisitions will include compensation; the county intends to deed the permanent right‑of‑way to the township after project closeout. The board approved Plat 33 and the acquisition resolution unanimously.
In a construction update on County Road 21 slope rehabilitation near New Ulm, public works said crews have placed about 31,000 tons of riprap — roughly 7,000 tons more than estimated — because of soft soils encountered; funds are available to cover overruns and staff said the embankment is now protected though some follow‑up work may continue depending on weather.
All transportation motions were adopted unanimously.
