PURA meeting roundup: approvals for Aquarion projects, SEP reconciliation, generation filings and CBYD budget

The Public Utilities Regulatory Authority voted Dec. 18 to adopt a series of staff‑recommended decisions across water, gas, generation and safety programs during its final meeting of calendar year 2024.
Chair Marissa Gillette called the meeting to order and the panel moved through a regular calendar that included: approval of nine Aquarion Water Company of Connecticut projects for inclusion in its Water Infrastructure and Conservation Adjustment (WICA) program; adoption of the annual System Expansion Program (SEP) reconciliation for 2023 for the state's local distribution companies; approval of staff recommendations on 2025 revenue‑requirement filings for Gen Con Energy LLC and GB New Haven LLC; and approval of Call Before You Dig Incorporated's 2025 operating budget. Commissioners also approved a six‑item consent calendar before adjourning.
On the Aquarion filing (docket 130220WI27), authority staff engineer Maria Jule identified nine projects in the Plainview (Valley Water) system and recommended they be designated WICA‑eligible, noting an approximate combined cost of $3,343,375 and listing project numbers for authority records. "I recommend this decision to the panel," Jule said. The panel adopted the decision by roll call.
On the annual SEP reconciliation (docket 240301), staff member Mark Benedetti summarized the role of the System Expansion Program as a 10‑year amortization mechanism for gas infrastructure expansion costs and presented the post‑SEP annual reconciliation for the remaining costs. Benedetti provided bill‑impact percentages for residential customers at each local distribution company and said staff found the filings aligned with the SEP modification decision; the panel adopted the staff recommendation.
On generation filings, staff member Diane Stoeger presented Gen Con Energy LLC's 2025 application and described staff review of fixed operations and maintenance and administrative expenses under Conn. Gen. Stat. §16‑243u. Stoeger said the company revised its initial proposal after staff interrogatories and staff recommended approval of the company's latest submission and certain capital additions; the commission adopted the decision and directed Gen Con to offer into ISO New England ancillary services markets beginning March 1, 2025. PURA staff Josiah Warda presented GB New Haven LLC's filing for New Haven Harbor Station and staff recommended approval of the revised 2025 annual revenue requirement and recovery of $137,943 in true‑ups; the panel adopted that decision as well.
Authority staff Sean Morris presented Call Before You Dig's proposed 2025 operating budget of $22,762,740, explaining it represents a 1.8% increase over the prior year and includes a proposed monthly mileage rate of $4.35 per mile per month for member utilities; the authority approved the budget and rates.
All individual items were moved, seconded and adopted by roll call. The panel adopted the consent calendar in full and adjourned; Chair Gillette said the next regular meeting is scheduled for Jan. 15, 2025 at 9:00 a.m. by remote teleconference.
