The Mayor’s Council of Guam approved routine business by voice vote and spent much of its meeting on financial and legislative matters.
A motion to approve the August minutes was moved by the mayor of Telofofo and seconded by the vice mayor of Timuning; the council approved the minutes by voice vote. A motion to approve the treasurer’s report was moved by the mayor of Arregatta and seconded by the mayor of Zonia and likewise passed by voice vote after a brief clarification about which events’ raffle money is deposited into the revolving fund.
Council leadership updated members on committee and revolving-fund matters. Staff said the recycling revolving fund could not be increased until a remaining $500,000 allotment is uploaded and processed by DOA; mayors were reminded to submit invoices and reconcile ledgers so funds can be converted into purchase orders. Staff also advised that vendors (Pyramid, Global) will only accept items listed on purchase orders and that mayors should submit written PO amendment requests when needed. A standardized amendment form and a possible 30-day PO expiration were proposed to reduce funds being held up by unsubmitted invoices.
On larger finance and legislative issues, the council reviewed the FY25 budget outcome. President said the council’s initial request was about $19,000,975, later reduced in internal cuts to around $14,000,000; the Legislature passed Bill 236 with roughly $12,000,000. President also said the Legislature added a separate section of $3,500,000 specifically for community maintenance workers and confirmed that continuing appropriation language was added for some funds.
Mayors expressed disappointment, with several members urging stronger advocacy heading into the next legislative term and proposing a UOG public-administration class to help craft defensible district budgets for FY26. The council did not ratify additional appropriations at the meeting; members were asked to email requests for purchase-order increases and to coordinate with staff on allotment and reconciliation issues.
Formal motions recorded in the meeting minutes were limited to routine approvals; no new budget vote or appointment was taken during this session.
