The Mayor’s Council of Guam carried routine business and several event and funding motions during its latest meeting.
Minutes and treasurer’s report: The council moved to approve the November minutes (motion by the mayor of Manila; second by the vice mayor of Timuning) and then the treasurer’s report (motion by the mayor of Tala Fulfo; seconded by the mayor of Barragada). Both motions were approved by voice vote and recorded as carried.
Donation for Christmas initiative: The chair reported a $2,500 donation to the Mayor’s Council and proposed using a portion of the funds to assist Be Heartfelt, an organization that provides weekly meals to school children. The motion to approve assistance to Be Heartfelt was made by the mayor of MTM, seconded by the mayor of Detedot, and carried after clarifying that the funds would serve children enrolled in the Be Heartfelt program.
Christmas party, gifts and resolutions: Council members discussed participation in the governor’s Christmas parade (Dec. 12) and confirmed a Christmas party at the Dusitani (Sunday, 6–11 p.m.). The body approved a motion to provide gifts to outgoing mayors and vice mayors (funded from dues); mayors agreed to provide $30 gift items for raffle prizes for guests and to present resolutions at the party. Some purchase details were left open to finalize before the event.
Inauguration and incidental spending: The council approved small incidental expenditures related to the inauguration for returning mayors (inauguration scheduled for 1 p.m. at the administration central office). The executive director will coordinate those incidentals.
Omnibus bill and next steps: The chair announced plans to assemble an omnibus Mayor’s Council bill for the upcoming 38th Guam Legislature to address recurring operational issues; mayors were asked to prepare notes and to participate in work sessions to draft the package.
Other announcements: Committee meetings and the governor’s quarterly meeting were scheduled for Dec. 11 (7:30 a.m. governor meeting; 10:00 a.m. AMIM social cultural standing committee). The council accepted a donation of 25 gift baskets and agreed on a distribution plan (one per village, five larger villages to receive two each and the executive director to allocate any remainder). The meeting adjourned at 12:21 p.m.
