Guam Election Commission briefs mayors on 2024 registration, early and accessible voting

Tom, representing the Guam Election Commission, briefed the Mayor’s Council of Guam on preparations for the 2024 general election, emphasizing a compressed but critical 30-day window for voter services. He said district registration will be held at mayoral offices Oct. 15–22 and that the registration deadline is Oct. 22. Early voting will be offered at the Westin from Oct. 14–28, Monday through Saturday from 10 a.m. to 6 p.m., and accessible voting will be provided on-site.
Tom said the commission will offer a vehicle-based queue line at the Westin for voters who cannot leave their cars and that homebound voters can request appointments beginning Oct. 7; GEC staff will take down information and schedule visits. He told mayors that packets with polling-site locations and sample ballots will be delivered to mayor’s offices and asked for local help erecting canopies at polling locations to support accessible voters.
Mayors asked follow-up questions about absentee and off‑island ballots and whether precinct officials and alternates are in place; Tom said the commission has beefed up alternate precinct officials and offers an electronic ballot service that emails ballots to voters who must print and mail them back. The GEC representative said a packet of materials will be dropped off at the Mayor’s Council office by the following Friday.
The briefing aimed to ensure mayors can direct constituents to registration sites and accessible voting options in the weeks before the election.
