At the Finance, Audit and Budget Committee, the board considered four ordinances: (1) a permanent nonexclusive easement for CTA property adjacent to the Purple Line in Wilmette (staff said the easement was appraised at $300,000 and covers approximately 20,090 square feet); (2) payment of relocation expenses arising from the acquisition of property at 11810 South Calumet Avenue (staff confirmed relocation expenses owed to Maxey Granite Design LLC of $116,200 and noted board approval is required for amounts over a $100,000 threshold set by ordinance 022‑118); (3) a memorandum of understanding with DePaul University Driehaus College of Business for two pilot programs to support disadvantaged business enterprises (five to seven small businesses to be paired with undergraduates; a graduate student team will draft a South Michigan Avenue revitalization plan); and (4) renewal of underground storage tank insurance for policy year Jan. 28, 2025–Jan. 28, 2026 (staff said CTA has 45 underground storage tanks and recommended an Ironshore/Liberty surplus lines policy with coverage limits of $1,000,000 per incident and $2,000,000 aggregate; premium information is shown in the transcript and should be verified in staff materials).
The committee also reviewed and placed nine contract awards on the omnibus for board approval. Committee motions to place the ordinances and contracts on the omnibus passed by roll‑call votes and were recommended to the full board.
In open session after an executive session, counsel described a negotiated settlement in Victoria Hamill v. Chicago Transit Authority and Perrion Flowers (Circuit Court of Cook County, case no. 2020 L 002246). The board voted to approve a $4,000,000 settlement award that counsel said had been negotiated.
