Council approves rezoning and use permit for Brooks Joseph Memory Care at West Queen Street

Hampton City Council voted on Dec. 11 to approve a rezoning (application 24-0431) and a separate use permit (24-0432) that together clear the way for a memory care facility at 1807 West Queen Street.

Staff described the proposal as an adaptive redevelopment of an underutilized 1.09‑acre site, changing zoning from single‑family R‑11 to multifamily MD‑4 with proffers that limit the site’s use to nursing‑home/memory‑care functions and require design, screening, and traffic/circulation conditions. The proposed building is a one‑story facility just under 12,000 square feet with 20 private rooms, community and dining areas, office space, and staffing levels estimated at up to 18 employees. Staff recommended approval of the rezoning with conditions and recommended approval of the use permit with ten conditions.

Dr. Arnita Snead Brooks, the applicant, told the council her team plans to franchise with Beehive Homes (an Idaho‑based operator with more than 190 facilities nationwide) and said the design prioritizes a "home‑like" environment for residents. She also addressed licensing and operations: the facility will pursue required state healthcare licensing and is expected to accept Medicaid/Medicare as appropriate.

Council members asked about emergency generation, state licensing, and the public‑need process; staff and the applicant confirmed that licensing and inspections will occur as required and that operational permits follow approval. There were no speakers from the public during the hearing. Council moved and approved rezoning 24-0431 with proffers and approved use permit 24-0432 (votes recorded in the affirmative in the public record).
