Council adopts Natural Infrastructure Resilience Plan into comprehensive plan

The council voted to adopt the Natural Infrastructure Resilience Plan by amending the comprehensive plan (item 24-0414). Olivia Askew, the city's interim resilience officer, described the plan's three vision areas — land, water and people — and said it identifies strategies to protect marshes and wetlands and to use constructed green infrastructure like bioswales and stormwater facilities to reduce neighborhood flooding.
Askew said the plan grew from nearly a decade of city studies and community engagement and is intended to inform future zoning/code changes and capital improvement projects that incorporate resilience elements. Staff and the planning commission recommended approval of the amendment, and council approved it in a recorded vote.
The plan's people goals include expanding community awareness and equitable access to green space; the water and land goals focus on shoreline and wetland protection and urban forestry. Staff said implementing the plan will require subsequent code and CIP actions.
