The Hampton City Council cleared a slate of land‑use and community partnership items in a sequence of motions and votes during its November meeting.
Key votes included approval of rezoning application 24-0430 for 1721 North King Street (to Neighborhood Commercial C-1 with seven proffers) to resolve split zoning through the building and add landscaping; approval of use permit 240435 for the Virginia Peninsula Food Bank to site a warehouse distribution center with a limited community center on roughly 4.5 acres (staff described the use as about "90% warehouse and maybe 10%" community services); and approval of use permit 240437 to amend conditions for Hampton University's Harbor Center (14th floor) to permit a full commercial kitchen and flexible interior uses (the applicant's architect said capacity is about 400).
Council also approved three five‑year use agreements at the YH Thomas Community Center for nonprofit partners (200 Plus Men Foundation at $1,218/year for Room 84; YH Thomas Athletic Association for athletics programming with no rent; Urban League of Hampton Roads at $1,455/year for Room E) and authorized a five‑year lease with the Downtown Hampton Development Partnership for ~2,144 square feet on the second floor of the Hampton Maritime Center at $12,800/year. Staff noted standard insurance, indemnification and termination language in those agreements.
Most of these items drew little or no public opposition during the hearing, and the council approved the staff‑recommended conditions and proffers in separate motions. On item 24-0472 (200 Plus Men Foundation use agreement), Councilman Bowman recorded an abstention; other motions passed by recorded vote.
