Chicopee seeks $1.95 million for Sarah Jane Sherman Park restoration and PCB remediation

The Chicopee City Council voted to accept and appropriate grant funding tied to the Massachusetts Executive Office of Energy and Environmental Affairs (EEA) for restoration and remediation work at Sarah Jane Sherman Park. The mayor said the total cost to complete the work and remediate PCP/PCB contamination is $1,948,403 and that the city would be reimbursed under the parkland acquisitions and renovations program.
Park staff described the scope as a holistic renovation that includes an ADA-accessible walking loop, replacement of an aging playground with an inclusive play structure, renovation of three diamonds, bleacher and seating upgrades, skate-park improvements, and additional site work such as benches and plantings. The superintendent said the grant requires the city to complete design by June 30, 2025, with construction beginning July 1, 2025 and final completion by June 30, 2026.
Councilors praised the parks department for securing grant funds and discussed the project’s alignment with the open space and recreation plan. The order was approved unanimously by roll call; councilors noted reimbursement and match mechanics would follow the usual grant-acceptance procedures.
Next steps include design procurement, bid solicitation, and coordination with Parks & Recreation and DPW for contract administration and implementation. The mayor said administration of the grant would be assigned to Parks & Recreation.
The council’s approval authorizes the mayor to file and accept EEA grants and to take actions necessary to carry out the grant terms.
