Council approves local rezones and several easement releases to enable development projects

The Sioux Falls City Council on Aug. 13 approved a set of zoning and easement items intended to clear the way for local development.
Planning staff described a rezoning of 4904 East 10th Street (about 2.94 acres) from I-1 light industrial to C-2 commercial to match surrounding zoning and allow future commercial platting; staff noted a mutual access easement or other connectivity will be required at platting. Public commenters urged deferral and clearer documentation of planned road connections; the applicant (Willits & Lund Engineering) said much of the mutual access already exists and that engineering reviews will require any necessary traffic studies.
Council also approved a rezoning from Live/Work to RD2 townhome residential on about 26 acres south of LaBridge and west of Ratliff to allow townhome development.
On related infrastructure items, engineering staff explained that LifeScape relocated storm and sanitary sewer pipes and recorded new easements; council approved release of the old easements to permit the new facility to proceed. A separate sanitary-easement release for SD Networks was approved after staff verified that a prior 2006 relocation left the recorded easement as an encumbrance over an existing building and that a replacement easement already exists.
Council approved each ordinance/resolution by recorded vote (generally unanimous) and staff said additional design, platting and traffic-impact steps will follow normal review processes.
