Sioux Falls council advances multiple rezoning requests and first readings, sets Sept. 3 second readings

On Aug. 20 the Sioux Falls City Council reviewed a package of rezoning and land‑use items and set second readings for many of them on Sept. 3, 2024.
Planning and Development staff presented several requests, including: a rezoning at 1500 South Sycamore to allow a single‑family lot; multiple suburban and townhome rezonings; and a Midtown Mixed‑Use rezoning for 302 South Summit that would put Southeastern Behavioral Health offices on the main level and residential units above. Staff told council the planning commission recommended approval on most items and that developers had held neighborhood meetings as required.
Councilors asked detailed questions about traffic impacts, notice buffers and unit mixes. For one proposed 30‑unit apartment, the applicant reported a unit mix of eight 1‑bedroom, 12 2‑bedroom and nine 3‑bedroom units; staff and engineering said those units would not exceed the capacity of existing rights‑of‑way and that neighborhood notices had followed the 300‑foot buffer policy. One rezoning (Item 33) was withdrawn at the applicant's request.
Several motions to move items to second reading passed on unanimous voice or roll‑call votes; no final adoptions of rezonings were completed that night. Councilors repeatedly asked applicants to follow up with neighbors and to address traffic and buffering concerns ahead of second readings.
