The Sioux Falls City Council on Aug. 20 approved a second‑reading ordinance authorizing issuance of a wastewater system revenue bond not to exceed $11,000,000 to finance capital improvements needed to serve anticipated growth on the city's west side.
Ryan Johnson of Sioux Falls Public Works described the work as a component of a multi‑phase program to open roughly 3,100 acres for development. The total estimated cost of the Phase 2C piece is about $25,100,000; the city received a grant through the South Dakota Housing Infrastructure Finance Program (with ARPA‑related funding) of just over $14,000,000, leaving an estimated $11,000,000 financing need.
The project scope includes a gravity sewer equalization basin (with an alternate to increase capacity from 5,000,000 to 10,000,000 gallons), a pump station, and sewer components necessary to connect to previously bid east‑west mains. Johnson said Phase 1 construction is expected to begin in October and the $11,000,000 financing carries an interest rate of about 3.5% for the next 20 years.
Council unanimously approved the ordinance (8–0). With this authorization in place, staff said they will work with the South Dakota Department of Agriculture and Natural Resources to finalize plans and proceed to bidding in October.
