Council approves appropriation ordinance authorizing property tax increase; vote 7-1

On Sept. 10 the Sioux Falls City Council conducted the second reading of the appropriation ordinance that provides the means of financing for the 2025 fiscal year and authorizes an increase in property tax revenue pursuant to SDCL 10-13-35.
Director Sean Pritchard reviewed the ordinance and invited council questions. Members moved to incorporate all previously adopted amendments into the appropriation ordinance so that the ordinance and the enacted budget would align.
After a short roll-call vote to incorporate the amendments, the council adopted the appropriation ordinance. The recorded vote on the ordinance passed 7-1, with Councilor Barranco the sole dissenting vote. Public commenters earlier in the meeting had warned that property-tax increases raise rents and harm elderly homeowners.
Outcome and next steps: the appropriation ordinance legalizes the financing plan for the 2025 budget, including the amendments approved earlier in the evening; administration will proceed to implement programs and report back according to departmental responsibilities.
