Licenses and business matters: The council approved items 32–37 (new, transfer and renewal retail wine and malt beverage licenses for several businesses, including a new license for Big Lost Meadery) on a single motion (mover Cole, second Sighetty); roll‑call vote passed 8–0. Public comment included remarks from Sam Kligman of Big Lost Meadery, who thanked the council and outlined plans to open a Lake Lorraine brewing/meadery restaurant with local hiring and a projected early‑March opening.
Zoning: The council approved two second‑reading rezoning ordinances. Item 38 rezoned 700 North Sycamore (2.01 acres, applicant Volunteers of America) from RA‑1 apartment residential low density to Office District to match existing development; the Planning Commission recommended approval. Item 39 rezoned 1301 East Bennett (0.31 acres, owner Jerry Van Lowe) from light industrial to twin‑home duplex residential to match the current single‑family use. Both ordinances passed 8–0 on roll call.
Lease: The council approved a five‑year lease with the Sioux Falls School District for five parking spaces east of Howard Wood Field to accommodate trash‑enclosure spacing; the item passed 8–0.
Budget: Public Works staff asked the council to set a second reading for a supplemental appropriation related to planning/plat fees. Kirk Pepple said the 2024 budgeted plat fee was $3,211,000 and collections as of Nov. 22 totaled nearly $3,600,000 (about $378,000 over). Based on current receipts and anticipated year‑end collections of roughly $100,000–$125,000 more, staff proposed a $500,000 amendment; the council set Dec. 10 as the date for the ordinance's second reading (motion passed 8–0).
Appointments and reports: The council confirmed appointments to the Falls Community Health Center Governing Board and the Zoning Board of Adjustment (vote 8–0) and received a committee report from the Southern Sioux Falls Aquatics Committee.
