Commission approves exterior repairs at 617 Washington Street with in‑kind and roof clarifications

Oscar Rodriguez, a property owner at 617 Washington Street, received conditional approval from the Lynchburg Historic Preservation Commission for exterior repairs and replacements, with the commission specifying several in-kind requirements.

Rodriguez told the panel he had "done nothing yet" on exterior work and that interior repairs were underway. He described rotted wood, missing or damaged windows and doors, and mixed siding that he proposed to replace in-kind on rear and side elevations while preserving the front facade. He also noted prior removal of chimneys and said he planned to rebuild where necessary.

Commissioners made clear that any chimneys previously removed must be rebuilt "in kind" — matching the original materials, dimensions and detailing — and that replacement windows should fit existing openings without changing their size. On roofing, commissioners agreed the submitted 5-V panel profile would be inappropriate and required a flat seam metal roof (pre­finished, dark color such as black or dark gray) instead. They also said repaired or replacement doors should be returned to the commission for review if not repairable.

Commissioner 2 moved to approve the application as submitted with the clarifications (wood windows replaced in existing openings, wood doors repaired where possible, porch and railings replaced in kind, siding replaced in kind with same exposure and detailing, chimneys rebuilt in kind, and metal roof to be flat seam in a dark color); Commissioner 6 seconded and the motion carried. Rodriguez said he anticipated completing work within about a year.

The commission’s approval preserves the requirement that visible historic features be restored to match original materials and profiles and sets an expectation that significant exterior elements be returned to their historic form before project completion.
