Council adopts ordinance to allow trap‑neuter‑return of community cats

The Sioux Falls City Council voted 8–0 Dec. 17 to amend the municipal code to allow trapping, sterilizing, vaccinating and returning community cats to their original locations.
Councilor Spellerberg described the change as aligning city policy with state policy and noted collaboration with the Humane Society to approve groups allowed to perform the work. Council members thanked staff and partners for the effort to move the ordinance forward.
The ordinance is intended to provide a humane, health‑oriented approach to feral and community cats by permitting approved groups to perform sterilization and vaccination and then return animals to their original site rather than removing them.
