Council adopts revised Downtown Mall outdoor‑cafe guidelines after debate over furniture, planters and lighting

Councilors and staff spent an extended portion of the meeting refining and approving design guidance for outdoor cafes on the Downtown Mall, a set of rules intended to preserve the Mall’s historic character while permitting businesses to operate outdoor dining.

Jeff Werner, the city’s preservation and design planner, and BAR representatives described the guidance as a framework to govern materials (metal/wrought iron preferred for rails and furniture), planters (staining/finish and weight/mobility limits), umbrellas (cloth preference for solid colors and restrictions on signage), decorative lighting (allowed on tables if removed when cafes close), and heater size/placement consistent with fire department rules. The proposed language preserves the BAR’s role to review notable variations; managers said most legacy furniture on the Mall would remain but new installations would need to comply.

Councilors debated specific language—whether to “avoid bright colors” or require BAR approval for exceptions, allowance for rolling cabinets and feeding troughs, and limitations to hanging planters outside enclosures. Several members asked staff to capture agreed edits in a clean resolution; the council approved the guidelines as amended and directed staff to finalize the text.

What happens next: staff to prepare a clean resolution reflecting the amendments, and implement the guidelines with the BAR and applicants; enforcement and appeal pathways will follow BAR procedures.
