Council adopts overnight parking restrictions for large and obstructive vehicles, 4–1

The City Council on Dec. 16 adopted an amendment to city code Sec. 15‑144 to restrict overnight (midnight–6 a.m.) on‑street parking of certain large or obstructive vehicles. City Engineer Brennan Duncan presented revised language that includes semi‑trucks/semi‑trailers, buses or vans designed for more than 12 passengers, antique‑plated vehicles, farm‑use vehicles, boats, recreational vehicles and trailers over 20 feet in length, and any vehicle with more than two wheels per axle. The ordinance includes an exemption for vehicles that have obtained a city parking permit.
The revision also makes it unlawful to cover a vehicle with a tarp or cover that prevents inspection of the license plate or state inspection decal. The changes respond to complaints about on‑street storage of inoperable, oversized or heavily modified vehicles that reduce parking availability and impede municipal operations.
Councilors debated whether the rule should instead target specific parking zones rather than applying citywide and discussed the intersection of enforcement, permit exemptions and legacy uses (antique plates, farm vehicles). After amendments, the council adopted the ordinance by a 4–1 vote.
What happens next: the ordinance takes effect per the city code amendment process; staff and the city attorney’s office will finalize the revised code text and enforcement procedures.
