A clerk/readers recited authority for the closed session as "Pursuant to Virginia code sections 2.2 dash 3711, 88, and 81" (as transcribed) and listed the subjects to be discussed, including appointments for the Early Childhood Development Commission, Hampton Roads Planning District Commission, Historic Landmarks Commission, Human Services Advisory Board, Local Board of Building Code Appeals, Paul DeCamp Community College Board, Sister Cities Commission, Southside Network Authority, Tidewater Youth Services Commission, Western Tidewater Community Services Board, and the Wetlands Board.
Council Member Butler Barlow moved to approve the motion and Council Member Rector seconded. The clerk recorded the vote and the motion was approved by a vote of 8 to 0. The presiding official then adjourned the meeting and said council would reconvene at 6:00 PM.
