At the start of the meeting the chair asked the body to permit remote participation for two members who were not physically present. Mayor Harton told the council he was joining "with my national guard unit in Virginia Beach," and Councilor Rita Joyner said she was "at my home in Hopewell" and participating remotely due to medical issues.
