Alderman Bernetta B. Lanier expressed concern that past land-bank transactions appeared to have resulted in properties being resold rather than developed by nonprofit partners, citing examples where properties bought through the land bank later were marketed. The city manager said such resale would be inconsistent with the land-bank covenants and committed to review records and report back to council.
After debate and a request for a staff report on past transactions, council moved and approved the resolution to transfer the nine lots to the land bank, while asking staff to provide a detailed account of prior land-bank activity and to ensure covenants requiring affordability are enforced.
