At the start of the Dec. 19 meeting the council observed several community recognitions. City records staff presented a short historical overview marking Savannah’s upcoming 235th anniversary (founding act in Dec. 1789). Lieutenant Colonel Derek Taylor, commander of Hunter Army Airfield, addressed the council on behalf of Wreaths for Warriors Walk and presented a memorial wreath; the council observed a moment of silence.
Council then recognized Lisanne Roberts for her nearly 29 years of public‑health service in Savannah. Roberts (recognized by council) described her work on behavioral health and noted that the behavioral health unit has served about 375 people this year with roughly 7% requiring detention, crediting that program’s approach for reducing detentions. Later in the meeting the council approved an honorary street naming for the late Reverend Matthew Southall Brown Sr., honoring his service; family members spoke and the council approved the motion by voice vote.
These presentations were ceremonial and did not carry fiscal or regulatory consequences beyond the honorary designation process.
