Savannah approves IGA with Chatham County to widen Little Neck Road, annex 668 acres and enable future housing

The Savannah City Council on Nov. 26 approved an intergovernmental agreement (IGA) with Chatham County to jointly fund and deliver major improvements on Little Neck Road and to facilitate the orderly annexation of about 668 acres between I‑95 and I‑16.
City staff said the county will manage the construction and the city will reimburse its share when the work is complete. The agreement includes cost‑sharing provisions and sets conditions for the city to assume maintenance responsibility if road standards and annexation thresholds are met. The city manager said the annexation area could support up to about 1,500 new homes as the area is developed.
The IGA also contemplates further improvements westward requiring significant investment, including two interstate bridges, and provides a framework for shared cost decisions in the future. Council members described the deal as a long‑sought effort to coordinate infrastructure investments as the city grows westward.
Council moved and seconded the IGA and approved it by voice vote.
City staff said the county will lead the construction and the city will reimburse its portion; the agreement anticipates annexation by the city once at least 50% of adjacent properties have annexed and the road is upgraded to city standards.
Council members noted the IGA pairs infrastructure improvements with planned orderly annexation and will be used to coordinate future development and maintenance obligations.
