City planning staff presented a technical but significant correction to the downtown historic overlay that adjusts where large-scale development standards apply and tightens height allowances adjacent to contributing structures.
Bridget Liddy, director of planning and urban design, explained the proposed changes: where the code previously referenced DC (downtown commercial) it should use DN (downtown neighborhood/residential) for certain footprint and massing standards; the amendment narrows the circumstances where additional height is permitted and caps added height adjacent to contributing buildings at one story. Liddy said the change provides greater clarity and protects the character of downtown residential areas.
Council closed the hearing, and by motion treated the first reading as a second and placed the ordinance on passage. Council voted in favor and the ordinance passed that evening.
Action: Council adopted the text amendment as an ordinance (first reading treated as second) and passed it on Nov. 7.
