Tower Park athletic complex advances as board approves pay apps and change order

District facilities staff reported steady progress at the Highlands Athletic Complex at Tower Park and asked the board to approve construction pay applications and a change order to keep work on schedule.
Project representative Jerry told the board biweekly progress meetings include consultants and subcontractors and that major retaining walls and site grading are visible on the site. Because of recent dry conditions, crews must wet and compact imported fill and then observe a settlement monitoring period; Jerry said the team is in week one of a roughly five‑week observation period before building foundations and certain on‑site work can begin.
The board approved pay application #4 to Regular Blacktop for phase 1 in the amount of $249,143.94 and pay application #2 to Morrell Construction for phase 2 in the amount of $407,317.50. The board also approved change order #1 for phase 1 in the amount of $82,183. Jerry said the change order packages eight or nine individual change proposals, the largest of which (about $33,000) covered reinforcing ground under the new Sargent Avenue to ensure it can carry anticipated traffic loads.
Jerry described temporary pedestrian access plans: once sidewalks and guardrails are in position engineers will ask the contractor to move a fence and create a short‑term connection from Sargent Avenue into the park; that opening will be temporary and closed later to complete the project. Staff said they expect a temporary pedestrian path by the end of September, dependent on settlement testing.
Board members asked about neighborhood roadway access and contingency planning; staff said most other site work (retaining walls, storm sewer installation) proceeds while the settlement period is observed. The board directed staff to include change order amounts on upcoming pay applications and to file the change order and BG‑5 closeouts with the Kentucky Department of Education as required.
