Parkrose board frames goals on attendance, math and special education funding; approves extended travel request

The Parkrose School Board spent the working session framing annual goals and reviewing district priorities, with an emphasis on attendance, mathematics outcomes and the financial strain of special education.

A district presenter asked the board to set three to four measurable goals rooted in district core values and said the administration would return with data and implementation plans. The presenter identified attendance (the 90% attendance benchmark), mathematics proficiency and legislative priorities tied to school funding as top items. He noted special education consumes a significant portion of the budget and asked the state to consider increasing the funding cap toward a cited target of 15% (up from 11%) and to raise reimbursement rates for high-cost disabilities; the presenter said current reimbursements are roughly "40¢ on the dollar." The board asked staff for more precise budget numbers and follow-up reports.

Board members emphasized trauma-informed and community-centered approaches to attendance, asked that student voice be reflected in goal-setting, and accepted a plan to review standardized-test and local-proficiency measures together. The superintendent's office said schools would present math and attendance strategies in winter business meetings and that targets and a 60-to-90-day implementation plan would follow.

On a formal action, the board approved an extended travel request for a district principal to attend the AVID/Abbott National Conference in Texas, Dec. 11–14. The board recorded a motion, a second and a verbal aye vote; the item passed with no recorded roll-call tally in the transcript.
