Chair Bertha Sanchez Hayden called the meeting to order at 10:02 a.m. and said Angela Cuadra would call roll. With five members present — Bertha Sanchez Hayden, Vice Chair Elizabeth Ichikawa, Joyce Anthony, Linda Ng and Alfred Toregano — the committee established a quorum; James Moore was absent.
Alfred Toregano moved to approve the Sept. 11, 2024 minutes and to allow bureau staff to make non‑substantive edits if needed; Linda Ng seconded. Program analyst Angela Cuadra conducted a roll-call vote; all five members voted yes and the motion carried. The adopted minutes will be posted to the bureau website.
The committee confirmed the 2025 meeting schedule: March 12, June 11, Sept. 10 and Dec. 10. Chair Sanchez Hayden noted an agenda numbering error before adjourning the meeting at 11:26 a.m.
The meeting was held in hybrid format (in person in Sacramento and via Webex). No additional formal actions were taken at the meeting beyond the minutes approval and scheduling.
