District targets Harvey Clark gym for seismic grant after statewide funding narrowed to unreinforced masonry projects

District staff told the bond oversight committee they were denied three earlier seismic grant applications because the state grantor prioritized unreinforced masonry (URM) projects, and they plan to reapply specifically for Harvey Clark’s gym, which they now identify as URM.
Staff explained that the Oregon state grant program (referred to as OMD in the meeting) focused awards on unreinforced masonry buildings; as a result, the district’s previous applications were unsuccessful. A presenter said the state made awards primarily to URM projects last cycle and that the district will reapply for Harvey Clark, noting “Harvey Clark’s gym is actually unreinforced masonry,” and the district expects a stronger chance by emphasizing that element.
What’s planned: Harvey Clark’s bond-funded scope includes a two-classroom addition, seismic shear-wall upgrades across classrooms and hallways, a structural reinforcement approach for the gym (described as a structural foam system plus under-roof reinforcement), and an estimated $1.5–$2.0 million cost for the gym-specific work the district hopes to fund in part through a state grant.
Implementation notes: staff said Harvey Clark will also get fire-sprinkler upgrades, interior work staged over two summers and modular relocation to make room for the addition. The district has 5 Star Builders as the CMGC contractor and will finalize cost estimates and re-submit materials by month-end to reflect the gym’s URM status.
Next steps: staff will prepare the reapplication for the grant program and continue design and bid preparation for the Harvey Clark multi-summer project. The committee did not vote on grant application decisions at the meeting.
