Superintendent says Centennial could receive about $7 million from regional climate fund; governor's budget may boost K-12 CSL

Superintendent Owens briefed the board on districtwide developments and state-level proposals. He said a collaborative Portland Clean Energy Fund (PCEF) application is being recommended for award in a process that anticipates eight awards; the collaborative proposal is valued at roughly "$70,400,000" and "the total funding for Centennial is estimated to be 10% of the grant award, so about $7,000,000," Owens said. He noted Portland City Council would vote to finalize awards and cautioned that specific scopes would be defined as contracts are negotiated.
Owens also summarized headline items from the governor's proposed budget, including a recalculation of the current service level (CSL) methodology and new investments in early literacy, summer learning, capital funds, and broadband. "Positives include an upgrade to how the current service level or CSL is calculated moving forward," he said, and listed several statewide dollar amounts for K-12 priorities that he then translated into a rough Centennial share using a 1% rule of thumb.
The superintendent tied these funding prospects back to district priorities such as HVAC replacement, decarbonization of fleet vehicles, mechanical cooling and other capital improvements in Portland schools should the funds materialize. He invited further questions and said more details would be shared as awards and legislative actions are finalized.
