Centennial outlines Roadmap 27 ' excellence targets and first-trimester benchmarks

Katsuda explained the district chose the STAR benchmark for regular progress monitoring because it is administered each term and provides timely indicators of proficiency; she contrasted that with the Oregon Statewide Assessment (OSAS), which is annual and slower to inform practice. "We are utilizing our benchmark measure called STAR for both ELA and math," she said. Board members asked whether STAR and OSAS are comparable; Katsuda and others said STAR is a frequent, cohort-level benchmark and can be predictive but that the assessments measure different cohorts and uses.
Board members pushed for disaggregated reporting. Several members asked how results will be broken down by student group (race, income, ELD status, special education). Katsuda said school improvement plans and trimester data summits will include focal-group monitoring and that the Roadmap 27 web page will be improved to make quarterly reports and school-level plans more visible.
Katsuda also highlighted specific targets used as leading indicators: third-grade reading, eighth-grade math, and ninth-grade on-track measures. Staff described supports for ninth graders (MTSS tiers, tutoring, culturally specific supports and revised advisory) to improve on-track rates. The presentation concluded with a commitment to refine measures, correct duplicate slide items, and provide more granular data for the public in future updates.
