Committee reviews action plan and timeline to prepare board for 2026 sunset review

Board staff outlined a multi-phase action plan on Dec. 16 to prepare for the Board of Chiropractic Examiners— 2026 sunset review, asking the Government and Public Affairs Committee to provide oversight and to assign policy work to subject committees. Miss Walker summarized the process, noting a report due roughly one year before the hearing and a timeline that places an initial draft and committee work in early-to-mid 2025.

Walker described the sunset process as five phases and said staff will begin drafting the report now so committees can review sections during spring and summer meetings. She recommended presenting an initial draft at the July 2025 board meeting and seeking final approval in October 2025, with possible delegated authority for minor edits to the chair and vice chair. "We would like at the July board meeting to at least be able to share an initial draft of our sunset review report that the board can go through," Walker said.

Walker also warned that the chair in 2026 will likely be the board member who testifies at the hearing and recommended preparing and participating in a mock hearing coordinated by DCA to practice introductory testimony. Committee members pressed staff to identify outstanding items that will require official responses, such as the question raised in the last sunset about whether the board should include more public members.

Walker cited an example legislative ask that may be appropriate for the sunset bill: if the board seeks to regulate practice locations at the establishment level rather than by individual satellite certificates, it would need statutory fee authority to charge a facility permit. She advised preparing cost analyses and including such legislative requests in the sunset report.

The committee did not take a formal motion on the item; staff will refine the action plan and return with updates in early 2025.
