FCLB presents voluntary recognition program for chiropractic specialty programs to California board

The Board of Chiropractic Examiners received a presentation Oct. 24 from the Federation of Chiropractic Licensing Boards (FCLB) on the FCLB's Recognized Chiropractic Specialty Programs (RCSP) initiative.
Dr. Schwartzbauer, FCLB executive director, told the board RCSP was developed at the request of member boards that wanted a consistent, middle-level review of postgraduate specialty programs to prevent misleading specialty claims based on short seminars. He said the RCSP review uses 26 criteria covering program content, faculty qualifications and distance-learning standards, offers retrospective reviews for ongoing compliance and produces reports regulatory boards can use.
Schwartzbauer emphasized RCSP is a voluntary recognition process, not an accreditation scheme: "RCSP is not an accrediting program. It is a recognition program," he said, adding that the program is intended to reduce review workload for boards while preserving each board's legal authority to approve programs. Participating providers (not member boards) pay an application fee and annual recognition fee.
Board members asked for detail on implementation guidance for distance learning, faculty qualifications and alignment with higher-level accreditation. Schwartzbauer said the website contains the governing policy and the 26 criteria (trcsp.fclb.org) and encouraged follow-up questions and future visits from FCLB staff.
The board had no public comments on the presentation and moved next to closed-session matters.
