Peter presented the next-phase work for the City Ditch piping project, which intends to close open-ditch reaches between Chatfield Reservoir and the Allen plant for reasons including aesthetics, resiliency, safety and long‑term capital savings. Staff said reaches 1, 3 and 4 are at or near design completion; reach 2 remains the most challenging due to railroad property-rights limitations.
"We had anticipated putting the ditch in a pipe in the railroad right away. However, we found that the property rights that we would get from the railroad did not meet our needs — they would not give us an easement, only a license agreement," Peter said. Because the ditch dates to the 1870s and carries embedded property-rights, staff said they prefer not to concede property interests to the railroad and are pursuing a realignment while minimizing railroad interface and maintaining contingency plans.
Staff requested authorization of additional design and construction-support tasks with a proposed contract amount of $485,000 and a contingency of approximately $48,000 for a total project authorization of about $534,000. Board members asked which tasks apply only to reach 2 and which cover multiple reaches; staff said some tasks are reach‑specific while others cover construction inspection across all reaches.
A motion to approve the item was made, seconded and approved by voice vote.
