Residents press council on remote access, traffic signal and dispatch routing; council sets hearing for appropriation

Several nonagenda items and council reports occupied the final portion of the Dec. 2 meeting, including requests from residents and follow-up items raised by council members.
Mike Schweitzer of the Ralston Valley Coalition asked the city to reinstate online/remote access for planning commission meetings, saying remote participation expands engagement for those who cannot attend in person. “Public participation in governance is a cornerstone,” Schweitzer said.
Ben Murphy, calling in via Zoom, asked the city to consider installing a traffic signal at 69th Avenue and Indiana because of growing commercial activity and safety concerns; he said developers and businesses have provided funds toward a signal.
Multiple council members and residents raised a recurring problem with emergency and nonemergency call-routing between GEFCOM and ADCOM, describing situations in which calls are bounced between dispatch centers. Council asked staff to follow up and include an initial briefing in the weekly memo and suggested training and clearer routing guidance as corrective actions.
Separately, the council approved first reading of Council Bill 24‑020 to authorize an additional appropriation for FY2024 and set a public hearing for Dec. 16, 2024, at 6:15 p.m.; the motion passed 5–0 with the mayor pro tem excused.
