Madison County school board approves multiple construction and procurement items, including three fleet vans and $638,089 in roofing work

The Madison County Board of Education approved final plans and a package of construction and procurement items at its Sept. 10, 2024 meeting, including BG3 final plans for Waco Elementary, multiple change-order closeouts and purchase orders for vehicles, roofing and athletic-field upgrades.
Board members approved the Waco Elementary final plans and BG3 submission so the project can proceed to bid; Miss Coyle made the motion and Mr. Rutherford seconded. Construction consultants updated board members on progress at Madison Middle School, noting trusses set, windows installed and plumbing roughed in. Jonathan Smith of Franscomb Construction said crews expect to dry in many classroom areas within 45–60 days, weather permitting.
The board approved several contract adjustments and closeouts, including credits to close out Clark Moores Middle School renovation purchase orders (credits of $7,766.33 and $5,369) and Phillips building renovations producing a credit of $57,872.30.
The board also approved multiple purchase orders: a $125,812 purchase to Tim Short Automotive for three fleet vans (moved by Mr. Rutherford, seconded by Miss Coyle); a $68,451.63 purchase to New Tech Systems to replace and integrate intercom systems; J & J Roofing repairs for $135,506 to address storm damage; and insulated roofing repairs for four schools totaling $638,089.73 (Daniel Boone Elementary $201,852.74; Carson Elementary $195,815.84; Whitehall Elementary $172,363.43; Madison Central High School $68,057.72).
Officials described the vans as seating seven and useful for transporting small student groups, booster-funded teams and staff to events where a full school bus is impractical. A board member asked whether policy and driver eligibility would be updated; district staff said the vehicles would follow the district’s existing personal-vehicle procedures and that they would consult counsel and review policies.
District staff also presented athletics and site-work contracts: a Cape Electrical Supply purchase order for LED athletic-field lighting at Clark Moores Middle School for $386,000 and a separate Cape purchase to upgrade Fairstown Middle School lighting to LED for $247,501.43; presenters said LED upgrades reduce energy and maintenance costs over time. The board approved all items by voice vote.
Board members repeatedly noted the district’s heavy construction spending this year but expressed satisfaction with project progress and the anticipated utility of the approved purchases. The meeting concluded after a superintendent report and short board comments.
