Council hears multiple procurement recommendations: internet RFP, survey, paving and firearms exchange

For a survey needed for a rail‑grant application, the bid committee received five submissions and recommended awarding the contract to T Square Engineering (Franklin) for $24,500, the low responsive bid; staff noted the survey is necessary for the grant application.

Staff also summarized paving and street‑maintenance bids and recommended awarding to Volunteer Paving (low bidder) for the required line items; the contract term would be one year with two one‑year renewal options.

On a police‑department firearms exchange (court‑ordered surplus), staff said three quotes were received: Fred's Firearms ($4,650), GT Distributors ($7,367) and King's Firearms ($8,970). Purchasing recommended accepting the highest offer (King's) and noted the Tennessee Code Annotated (TCA) allows exchanges that provide credit usable for law‑enforcement equipment purchases rather than direct cash proceeds.

Council asked clarifying questions about term lengths, renewals and budget lines; staff said the ISP contract is budgeted in departmental monthly expenses and that final vendor contracts would be brought forward for formal approval.
