Consent and procurement: the council approved a multi‑item consent agenda that included acceptance of monthly reports, approval of accounts payable, a three‑year Internet service agreement with United Communications of Chapel Hill, a survey contract for the parks and recreation rail line, and a paving contract with Volunteer Paving LLC. The council also approved a small professional services agreement not to exceed $15,741 for an archaeological study.
Zoning and ordinances: the council heard public hearings and took second or final readings on multiple rezoning requests and amendments to the city’s zoning code (updates to parking and use tables). Staff noted favorable recommendations from the planning commission on the presented items and the council approved the ordinances as read in roll call votes.
Condemnation authorization: council voted to authorize the city attorney to begin condemnation proceedings on the remaining one‑fourth interest of a South Spring Street property previously associated with Clarence Phillips; the city treasurer, Kate Burke, asked the council to appropriate additional funds as needed and suggested capital projects fund balance as a source for any shortage.
