Shawn O'Starritt, identified as the city's HR director, told the commission she changed the proposed contract from a four‑year term to a one‑year term "because we do want to take a look at those, you know, the hours, the reporting that he's gonna be doing to us." She said the edits also removed a monthly written report at the commission's request and adjusted the scope language to state that the city attorney will attend meetings to provide legal advice.
O'Starritt summarized compensation terms: "Compensation number 4... the $8,000 a month for the monthly retainer... the hourly rate for legal services... would be $250 per hour." Commissioners discussed whether language allowing the attorney or his firm to testify before legislative boards should remain, given the attorney's outside activities; the transcript records varying views but no formal change beyond the agreed edits to Exhibit A and deletion of the monthly report.
Commissioners moved to approve the agreement with the noted changes; a roll call vote recorded unanimous approval. The commission also authorized signature of the contract and directed staff to monitor hours and reporting under the one‑year agreement.
The action authorizes the city to retain the attorney under the revised terms but stops short of longer-term commitment; the one‑year term gives the commission a chance to assess workload, reporting, and any conflict-of-interest concerns before considering a multi‑year contract.
