Plano consultant outlines Glen Meadows Park refurbishment, invites public input

Andrew Duggan, a landscape architect with Studio Outside, on behalf of the City of Plano, presented an initial assessment and public‑engagement plan for the proposed refurbishment of Glen Meadows Park, asking residents to "share your thoughts and ideas for this park by participating in a brief survey at the end of this presentation."

The presentation described Glen Meadows as a neighborhood park in Plano's parks and recreation master plan, located near Parksdale Elementary School and a variety of housing types. Duggan said the park's "central lawn" is the site's primary open space, surrounded by trees and sloping down to a creek corridor crossed by a pedestrian bridge that connects toward Barksdale Elementary. Existing facilities listed included a playground, a pavilion, the pedestrian bridge and a loop trail.

Duggan said some park areas have experienced erosion and that the pavilion and playground have reached the end of their useful lives; the city is proposing a refurbishment to provide an updated community resource. The consultant recommended a "whole systems" planning approach that evaluates people, programs and resources together, and said likely program elements for Glen Meadows Park are the pavilion, playground, lawn and looping trail, while inviting suggestions for additional uses.

On schedule, Duggan outlined a public engagement window through August, further feedback on initial concepts into October, work on final documentation and bid packages afterward, an objective of "bidding the project in late spring of 2021," and a target to begin construction in summer 2021. He also said the team would consider tree‑preservation strategies, landscape enhancements and improvements to create "a fully accessible experience to all park visitors."

Regarding specific amenities, the presentation noted playground refurbishment options "that could range from slides and swings to climbers and musical instruments" and emphasized designing an affordable, maintainable play area that serves children of different ages. Pavilion work will assess updated materials and a style consistent with the park while preserving shaded picnic areas.

Duggan closed by thanking attendees, reiterating the request for survey feedback and directing questions to Jeremy Greenhoff, the city landscape architect with Plano's parks department. No formal decisions or funding commitments were announced during the presentation.
