Victoria council adopts VSTDC FY2025 budget, advances I‑69 corridor design and CIP projects

City Council voted Oct. 1 to adopt the Victoria Sales Tax Development Corporation (VSTDC) proposed FY2025 budget of $15,145,279 and a three-year capital improvements program (CIP) for fiscal years 2025–27 totaling $40,500,000. The council approved the package after a staff presentation and a short discussion about project details and documentation.
City staff called out several line items in the proposed budget that officials said aim to speed economic development and respond to infrastructure needs. Staff described an incentive programs line set at $2,000,000 for FY2025 — up from $1.5 million — intended as a reserve to support rebate agreements or other assistance if projects are proposed. “This incentive programs item is proposed to be at $2,000,000 for fiscal year 25,” staff said during the presentation, adding that not all of the dollars are spent each year and that the fund makes recruitment conversations easier.
The staff presentation also identified a $150,000 recommitment to workforce development to match grants and support local training partners, and an increase in the professional services line from $200,000 to $500,000 to pay for specialized engineering and consultant work, including an anticipated water-options RFQ. The staff presentation said the VSTDC’s portion of the CIP is $6,430,000 of the total $40.5 million and described planned projects for thoroughfares and utilities.
A notable addition recommended for FY2025 is a design allocation for Burrellsville and a $1,370,000 line to begin engineering and easement acquisition for improvements along the future I‑69 corridor. Staff said the full infrastructure effort to make the corridor parcels developable could range from $5 million to $7 million. “We think that the total effort might cost somewhere between $5 to $7,000,000 once it's all said and done,” staff told council.
Councilmembers asked staff to provide supplemental materials for the CIP booklet showing the added projects and discussed which council members and staff are best positioned to respond to specific resident questions. Following the presentation a councilmember moved to adopt the VSTDC FY2025 budget and the motion passed by voice vote.
The council’s action sets the city’s funding priorities for the year and authorizes the VSTDC projects as presented. Staff said some project funding and schedules remain subject to future decisions and potential budget amendments.
