Smith said the system showed substantial structural failure and that staff had intended to defer replacement until the next budget cycle but could not delay because of the condition.
Council members moved and seconded the resolution, and the council approved it by voice vote. City staff said the contract is for an emergency replacement to restore scheduled basin maintenance and preserve treatment capacity.
The contract award directs the city manager to execute the agreement with MSRG LLC and authorizes expenditure from the water utilities capital account. City officials did not report an exact timeline for completion at the meeting but described the work as necessary to return the basin to regular service.
The council heard the contract as a single action item and voted to approve it during the regular meeting. The council adjourned to closed session later in the evening for separate personnel and real‑property matters.
