City manager briefs council on MOU with Texarkana College to continue employee access, internships

City Manager Dr. David Orr told the Texarkana City Council on Sept. 9 that a proposed memorandum of understanding with Texarkana College would formalize and expand a pilot partnership between the city and the college.
"This MOU provides a framework for strengthening our relationship with Texarkana College," Orr said. He said the agreement would make permanent a pilot program that allows city employees to use the Pinkerton Health and Recreation Complex as part of the city’s wellness program and would create internship, fellowship and employment opportunities for Texarkana College students with city departments.
Orr said the MOU also envisions opportunities for college faculty and staff to serve on boards, commissions and committees, and noted economic-development and workforce training connections tied to the college’s assembly-line project and a U.S. EPA job-training grant awarded earlier in the year. "That program's going well, and so we're proposing to turn that into a permanent program," Orr said.
The council did not vote on the MOU at the Sept. 9 meeting; staff said the item will come back for a public hearing and council vote on Sept. 23. No members of the public spoke on the matter during the Sept. 9 briefing.
Next steps: the public hearing and council vote are scheduled for the Sept. 23 council meeting; staff will provide packet materials that include the draft MOU for council consideration.
