Board adopts five-year strategic plan and approves 2025 rulemaking calendar

At the Nov. 22 session, Executive Officer Elaine Yamaguchi presented the board’s draft five-year strategic plan and a draft meeting calendar for 2026. After brief discussion, a board member moved to receive and adopt the strategic plan and the motion passed by roll-call vote 7-0.
Yamaguchi said consultants will work with staff to prepare an action plan that will flesh out goals and timelines. The draft 2026 calendar was likewise approved after members discussed meeting frequency and the tradeoffs of two versus four meetings per year; some members noted cost savings if in-person meetings are limited.
The board also reviewed rulemaking work in 2025. Yamaguchi described near-complete efforts on the Article 5 (school approval) regulations — work driven by NECs and counsel — and flagged coordination with the Respiratory Care Board on proposed rulemaking that could create carve-outs for certain treatments or settings. The Legislative and Regulations Committee reported it had authorized staff to transmit letters and recommended amendments to the RCB; the full board ratified the committee’s actions.
What’s next: Consultants and staff will prepare an action plan implementing the strategic plan’s elements; draft Article 5 regulations are expected before the February meeting and staff will continue to monitor and correspond with the Respiratory Care Board.
