The City Council of Mineral Wells voted Oct. 1 to adopt a resolution consenting to the creation of Mineral Wells Municipal Management District No. 1, a financing mechanism the developer will seek through the Texas Commission on Environmental Quality (TCEQ) for the Wells housing project.
City staff (Speaker 6) explained the MMD is intended to replace a previously contemplated city public improvement district (PID). Staff said the MMD relieves the city from issuing PID bonds and that a development-financing agreement will be required once the district is created. The presentation cited Section 375 of the Texas Local Government Code as the statutory basis for a city’s consent to include land within an MMD.
Speaker 7 moved to adopt the consent resolution to include approximately 115.503 acres in the proposed district; the motion was seconded and carried 5-0. Staff noted the developer was present to answer questions and that creating an MMD is a required step before the developer applies to the TCEQ.
Councilmembers described the MMD as a financing and maintenance mechanism — one speaker characterized it informally as an "HOA on steroids" — and said they expected to bring the district’s development financing agreement and elected/presiding officer information forward in a subsequent meeting.
