Helotes — Corey Veil of Public Works presented the City's Municipal Separate Storm Sewer System (MS4) annual report to the council on Dec. 12, describing required best management practices (BMPs), inspection and enforcement processes and forthcoming permit changes from the Texas Commission on Environmental Quality (TCEQ).
Veil summarized the five minimum control measures — public education/outreach, illicit-discharge detection and elimination, construction-site stormwater runoff control, post-construction stormwater management, and pollution prevention/good housekeeping for municipal operations — and described how the city maps storm drains, inspects construction sites, and disposes of collected storm-sewer waste. He said TCEQ is implementing electronic reporting that will streamline permit submissions and remove certain public-notice requirements; staff will present a new stormwater-management plan in early 2025.
Council members asked how the city coordinates with TxDOT and other entities for discharges and construction within city bounds; staff said the city will notify appropriate authorities and work with those entities for enforcement where jurisdiction overlaps. Veil noted recent local work in Beverly Hills and Iron Horse Canyon where staff inspected construction mitigation measures.
Next steps: Staff will return the updated stormwater-management plan for council review as required for MS4 permit compliance.
